Grape Creek has 3,594 people and no city government. Neither do Wall, Christoval, Carlsbad, Water Valley or Veribest. All six are unincorporated communities in Tom Green County, and Texas counties generally cannot require a residential building permit, so for a patio cover there is no permit, no plan review and no inspection.
That is not the same as no constraints. Floodplain development permits and on-site septic permits are administered at county level and still apply, and the newer subdivisions carry deed restrictions that are often stricter than a city ordinance would be.
At the other end, Junction requires a permit for any addition that adds 25 square feet or more, which is about the lowest threshold in the region. Ballinger requires contractors to register annually before they can pull one at all.
